Peel and finely chop the garlic and onion. Sauté them in a wok with a bit of oil for 5 minutes. Add the ground beef and sausage meat, then the tomato paste, peeled tomatoes, thyme, and bay leaf. Season with salt and pepper. Reserve 2 tablespoons of the tomato sauce. Let it simmer for 30 minutes over low heat. Set aside.
Preheat the oven to 356°F (th.6).
Stuff the cannelloni with the meat mixture. Spread the reserved 2 tablespoons of tomato sauce at the bottom of a baking dish, place the cannelloni on top, cover with the béchamel sauce, and bake for 30 minutes.
Before serving, wash and chop the chives, then sprinkle them over the dish.
